In order to get a special ed certificate in Illinois, you have to enter a special ed program, which requires 48 hours plus student teaching. However, some states offer what they call an "approval" or an "endorsement" in certain areas of special ed (like gifted education, or behavior disorders), which means you can attach the approval or the endorsement to another certificate, say, one in elementary ed or secondary ed.
